In the 2nd most dangerous city of the America's the poorest barrio inhabits some of the richest people of Guatemala. Not only Mara 18 and Mara Salvatrucha aka MS rule the streets but also narcotraficantes that are not connected.

For them it is a dream to live among the ridiculously poor. Police stays out and if you shoot a man at broad day light in front of his family, you can offer an apology along with 2000 USD and everything is officially forgotten.
These rules apply outside a barrio as well, policemen are easily bribed and like to come home in one piece, just like anyone else I guess.
